Returns paginated and filtered applied transfer based on the selected filtering

Parameters

applied_transfers_filter — a struct that expects a list of init_tx_rids and a single init_op_index for the applied transfers to fetch
page_size — the size of the pages to retrieve
page_cursor — a pointer to where the page should start
