Function transfer

transfer(receiverId, assetId, amount): Operation
Creates an operation object that can be used to call the ft4.transfer-operation
Parameters
- receiverId: BufferId
  id of the account that will receive this transfer
- assetId: BufferId
  the id of the asset to transfer
- amount: Amount
  how much of said asset to transfer
