How to create account with transfer subscription strategy

The transfer subscription strategy allows users to create an account by transferring assets to a non-existent account. Similar to the fee strategy, part of the transferred assets is collected as a fee, but the user needs to periodically renew their subscription by paying the subscription fee to keep using their account.
