Fetches all locked asset balances for the specified account as a paginated entity. Optionally limited by specific types

  the id of the account to fetch balances for

  optionally limit the balances to a specific type
- limit: OptionalLimit = null
  maximum page size
- cursor: OptionalPageCursor = null
  where the page should start
